Actually the St. Michael Prayer was NEVER part of the Mass. Pope Leo XIII promulgated that the St. Michael Prayer be recited AFTER Low Mass.
This custom fell away in the late 1960's.
One can still say the St. Michael Prayer after Mass if they want to. I would recommend that you recruit others to do the same.
As far as a statement from the Pope, I am not aware of any statement off the top of my head. The Pope did encourage us to re-kindle a devotion to St. Michael the Archangel so it is likely he included encouraging the St. Michael Prayer too. But this would be AFTER Mass and not during Mass.
